INTRODUCTION

Attacks in London on july,2005 committed by British Islamist terrorists and Pakistan, Egyptian and Syrian nationals causing 56deaths and 700inhuries.Charmel-Sheick attacks of July 23,2005, in Egypt, claimed successively by the Al-Qaeda group, causing 88deaths and more than 200injuries.  The terrorist attack of September 11,2001, against the world trade center was deadliest causing 2977deaths this day becomes a memorable day in the world. These are examples among many others. Since these atrocities, terrorism has become a more crucial phenomenon and worries all the countries of the world.it paralyzes international relations and undermines countries development. It is almost in the countries of the world and especially seems to be increased in the African countries, particularly in the sudano- sahelien strip.

This thematic seems complex enough to address its different facets in the world. But for a good analysis of this subject, we are mainly interested in this phenomenon which has been the daily life of Burkinabe people, since 2015.So what is it? what are its causes? Who finances terrorism? what are these impacts here and elsewhere? what solutions are proposed to annihilate this phenomenon?

 

I-GENES AND DEFINITION OF TERRORISM

1-GENES OF TERRORISM

According to François-Bernard Huyghe ,attack on the rue Saint-Nicaise in 1800,the infernal machine on the boulevard of temple in 1835,the carbonari plots’ ‘still remain in the tradition of tyrannicide’’ ;terrorism in the modern media .Terrorism in the modern sense is born with the modern medias .This ,in its modern form ,spread to middle East with the assassination of shah Nasir al-Dinin 1896,whose moral responsibility is often attributed ,rightly or wrongly ,to Djemal ad-Din al Afghani .Philosopher Phillippe-Joseph Salazar traces the concept of terrorism back to justerrendi’’, a notion found in the Roman Jurister Pomponius and in The Digests of Eastern Roman Emperor Justinian .The justerendi is the right to inspire in the criminal a ‘’ healthy terror’ ’,in order to keep it within the respect of the law .The threat of execution comes under it ,for example .But the Romans also envisage another meaning :according to them, the use of terror makes it possible to drive out of the territory all those who would like to break the laws.in short ,jus terrendi has an ethical dimension-terror as dissuasive ,but also effect when it’s a question of imposing its sovereignty.

 

2-DEFINITION OF THIS EXPRESSION

The term ‘’terrorism is today very frequently used in international law and by international institutions ,but it does not gives rise to a single and universal definition.in fact philosopher Jacque Derrirat say :according legal forms of terrorism ,what do we find there? the reference to a crime against human life in violation of laws(national or international) involving both the distinction between civilian and military(victims of terrorism are assumed to be civil and political purpose(to influence or change the policy of a country by terrorizing its civilian population)’’within the framework of a conventional war ,there is indeed a precise legal framework ,the law of war .acts violating the laws of war are qualified as war crimes .The notions of terrorism and terrorist act therefore serve to qualify acts in outside the well -defined framework of conventional warfare and the law of war.

The UN Secretary General Assembly regards terrorism as follows: ‘’the criminal acts which, for political purposes, are designed or calculated to cause terror in the public, a group of persons or in individuals are unjustifiable in all circumstances and whatever the reasons of a political, philosophical, ideological, racial, ethnic, religious or other nature that can be invoked to justify them’’114.The definition of terrorism covers in the broadest sense, the use of intentional violence to achieve ideological goals, whether political or religious.

Despite the death of Ben Laden, a terrorist Leader in 2011, terrorism remains a global scourge and concerns the whole world. Region especially in Burkina Faso, Mali, Niger, Tchad, Nigeria etc. we are have become like favorite domain of the latter causing enormous damage of several natures. what then are the causes of this phenomenon in Burkina Faso and elsewhere?
